From waste to resource management? Construction and demolition waste management through the lens of institutional work

The European Union has issued action plans to reduce the production of construction waste and increase reuse recycling materials in hope triggering a rapid transition towards Circular Economy (CE). management demolition waste, however, struggles apply these measures. Our purpose, therefore, is analyse how different actors involved could contribute transform existing practices so that they respond shifting demands legislation support CE. To understand this transformation work performed, we build on concept institutional work, which enables us describe actors, rather than accepting institutions as permanent immovable, their development by creating, maintaining or disrupting institution. Drawing qualitative research methods, collected empirical data through 31 semi-structured interviews, observations meetings site visits. results show whereas somewhat reduced, sorting fractions improved, performed not sufficient translate sustainability into new economic values.
